12th Development Plan (2024–2028) Has Been Published!

The Twelfth Development Plan, covering the years 2024-2028 and prepared by the Presidency of Strategy and Budget, has been published.


The 12th Development Plan is a comprehensive roadmap aimed at achieving sustainable and inclusive growth in line with Türkiye’s 2053 vision. Within the scope of the Plan, 60 special expert commissions and 27 working groups were established, and approximately 8,500 participants attended the meetings. Moreover, opinions and suggestions on the Plan’s priorities were gathered from more than 43,000 participants through an online citizen survey.


In this context, the Plan outlines Türkiye’s strategic objectives for the 2024–2028 period and will significantly shape the country’s policy agenda over the next five years. The Plan is structured around five main axes:

  • Qualified people, strong family and healthy society
  • Stable growth, strong economy
  • Competitive production through green and digital transformation
  • Disaster-resilient living spaces, sustainable environment
  • Democratic good governance based on justice


In line with these pillars, the Plan identifies priority sectors such as chemicals, pharmaceuticals and medical devices, electronics, machinery, electrical equipment, automotive, and rail system vehicles. Priority development areas include agriculture and food, energy, defense industry, and tourism.
