A cooperation agreement between the Turkish Accreditation Agency (TÜRKAK) and the Dutch Accreditation Council (Raad voor Accreditatie – RvA) regarding the accreditation of verification activities under the European Union’s Carbon Border Adjustment Mechanism (CBAM) was signed on 25 June 2026.

This agreement establishes an important practical channel enabling verification bodies based in Turkey to be accredited by the RvA under the EU CBAM. Under the agreement, TÜRKAK is expected to play a role in facilitating the process in Turkey through the sharing of knowledge and expertise, whilst the final accreditation decision, the granting of scope and supervisory responsibilities are to be carried out by RvA.

The collaboration is expected to contribute to the development of CBAM-specific verification capacity in Türkiye and to enable exporters to access reliable, accessible verification bodies that are familiar with local industrial processes. However, the agreement does not mean that TÜRKAK can grant EU CBAM accreditation on its own, nor does it imply that existing greenhouse gas verification accreditations are automatically valid under the CBAM.

Whilst fertiliser products and hydrogen are of direct importance to the chemical sector under the CBAM, other chemical organisations that produce, use or supply emission data to EU customers regarding products subject to the CBAM or their precursor inputs may also be affected by the process through the supply chain. The scope assessment of products must be carried out on the basis of current Combined Nomenclature (CN) codes, rather than company names or NACE codes.
