Change in the Definition of SMEs

The annual net sales revenue figure required to qualify as a small or medium-sized enterprise (SME) has been changed, as per the decision published in the Official Gazette on 7 August 2025.

The decision published in the Official Gazette dated 7 August 2025 has changed the annual net sales revenue figure required to qualify as a small and medium-sized enterprise (SME) to ‘1 BILLION TL’.


The previous definition of SMEs, which required either an annual net sales revenue or a financial statement not exceeding 500 million TL for businesses with fewer than 250 employees, has been revised to 1 billion TL.


The ‘Regulation Amending the Regulation on Small and Medium-Sized Enterprises’ has been published in the Official Gazette and entered into force.


With the amendment, businesses with fewer than 250 employees and an annual net sales revenue or financial statement of less than 1 billion lira are now defined as SMEs.


This new definition includes medium-sized businesses.
