CLP (EU) Regulation No. 2025/2439 was Published in the Official Bulletin of the European Union on 3 December 2025

The Regulation dated 3 December 2025, prepared to postpone the implementation dates of Regulation (EU) 2024/2865 on CLP, which entered into force on 10 December 2024, has been published in the Official Journal of the European Union.

The Regulation dated 3 December 2025, prepared for the purpose of postponing the implementation dates of Regulation (EU) 2024/2865 on CLP, which entered into force on 10 December 2024, was published in the Official Journal of the European Union. This information was communicated to us by the Ministry of Trade, Directorate General for International Agreements and the European Union (UA&AB GM) in its official letter numbered E-79668890 -749-00116871431, entitled ‘Developments in EU Chemicals Legislation,’ dated 3 December 2025, which was published in the Official Journal of the European Union.


As is known, Regulation (EU) 2024/2865 of the European Parliament and of the Council of 23 October 2024, amending Regulation (EC) No 1272/2008 on the classification, labelling and packaging of substances and mixtures, entered into force on 10 December 2024.


The relevant letter sent by the UA&AB GM states:


"The aforementioned Regulation contains transitional provisions allowing businesses to apply the new rules voluntarily before their entry into force. In order to ensure compliance with a longer postponement and to provide legal clarity for economic operators, it is necessary to change the application dates of the transitional provisions relating to mandatory formatting requirements, relabelling, advertising, distance selling offers and labelling at petrol stations, and to bring them into line with the new postponed dates."


"Similarly, Regulation (EU) 2024/2865 introduces specific provisions on the labelling of fuels supplied at fuel filling stations. However, it has been observed that some of these requirements are not feasible for businesses and incur high costs without providing any additional benefit to the protection of human health and the environment. Therefore, it has become necessary for the Commission to review these requirements."


Accordingly, Regulation (EU) 2025/2439, prepared to postpone the aforementioned implementation dates, was published in the Official Journal of the European Union on 3 December 2025. The regulations in question are summarised below:


  • The re-labelling obligation, which was to be implemented on 1 July 2026, along with provisions regarding label format, font type, minimum font size and other formatting requirements, has been postponed to 1 January 2028.
  • The date of entry into force of the obligations relating to advertisements and product offers made through distance selling, planned to apply on 1 January 2027, has been updated to 1 January 2028.
  • The implementation date for provisions concerning fuel labelling at fuel filling stations and labelling for small packaging, foldable labels, digital labelling options, and expanded mandatory label information, which were to enter into force during the 2026–2027 period, has been set as 1 January 2028.
  • Similarly, the transition period (sell-out periods) for the placing on the market of existing stocks ending between 2026 and 2027 has been extended until 1 January 2028, allowing the existing rules to continue to apply until that date.
