We hereby provide you with information shared by the Ministry of Trade of the Republic of Turkey, Directorate General for International Agreements and the European Union, regarding the increase in ECHA fees under the European REACH Registrations.
Commission Implementing Regulation (EU) No 2025/2067, amending the Regulation on fees and charges due to the European Chemicals Agency (ECHA), known as the REACH Fee Regulation, was published in the Official Journal of the European Union on 16 October 2025. In this context:
1. Fees will be updated to reflect the cumulative 19.5% inflation increase for the 2021–2023 period. This amendment aims to preserve the real value of fees in accordance with legal obligations under Article 22(1) of the old regulation. In order to protect the competitiveness of SMEs, the aforementioned inflation adjustments will not be applied to SME fees.
2. The process conducted by ECHA to verify the SME status of companies is being transformed from an ex-post system to an ex-ante system. This change aims to increase predictability.
3. The updated regulation will enter into force 20 days after its publication, but a 15-month transition period is envisaged for stakeholders to comply with the provisions relating to SME status, with the regulation entering into force on 5 February 2027.
