EU Carbon Border Adjustment Mechanism (CBAM) Central Electronic Registration System

The developments shared by the Ministry of Trade, Directorate General for International Agreements and the European Union regarding the implementation process of the Carbon Border Adjustment Mechanism (CBAM) are presented below for your information:


  • List of National Competent Authorities for the SDDM:

On 10 December 2024, the European Commission published an updated list of National Competent Authorities in Member States under the SDDM, a copy of which is attached. The published list is also available on the CBAM Central Electronic Registration System and it is envisaged that the Commission will continue to update this list on a regular basis and the final list of National Competent Authorities will be published in the Official Journal of the EU.


On the other hand, it is stated that the user interface guidance document on how to use the Declarant Portal by end users was updated on December 18, 2024. The document, which includes explanations on obtaining general information about the system, how to start the system and how to use it according to specific roles, is attached.

  • Launch of the CBAM Portal:

The European Commission launched the ESDM Portal for facility operators located in third countries as of January 1, 2025. The main services provided by the Portal, which aims to facilitate the processes of facility operators in third countries and provide transparency on carbon regulations, are presented below:

  • Users in third countries to apply to the Commission to become registered operators,
  • One-stop sharing of data such as operator, facility and emission information with EU declarants,
  • Communication of carbon prices paid in third countries to the Commission and EU National Competent Authorities,
  • Protection of the confidentiality of the declared data.

  • EU CBA Central Electronic Registration System:

During the transition period starting from October 1, 2023 within the framework of the EU CBAM, companies supplying products covered by the said mechanism to the EU market have a reporting obligation; reporting declarants submit their quarterly reports to the CBAM Central Electronic Registry System (CBAM Registry).


Commission Implementing Regulation No. 2024/3210, published in the Official Journal of the EU No. L dated 30 December, sets out the principles and procedures for the implementation of the CBAM Central Electronic Registry. It is stated that the Regulation regulates the implementation framework of the system, in particular its structure, rules and functions, consisting of the following four main components:

  • CBAM Declaration Portal,
  • CBAM National Competent Authorities Portal,
  • CBAM European Commission Portal,
  • CBAM Operators Portal.
