Ministry Announcement Regarding the KKDİK Registration Process

The Ministry of Environment, Urbanisation and Climate Change has published an announcement regarding the registration process carried out under the KKDİK Regulation.

The Ministry of Environment, Urbanisation and Climate Change has published an announcement regarding the registration process carried out under the KKDİK Regulation.


According to a statement from the Ministry, as of 30 September 2026, over 42,000 registrations had been submitted to the Ministry. Throughout the registration process, the Chemical Registration System (KKS) operated generally without interruption, apart from a limited number of technical errors.


The key points of the announcement are summarised below:

  • The KKS will remain open. Registration and notification procedures under the KKDİK and SEA, as well as new substance registrations and file updates, can be carried out via the system. Furthermore, applications for which a registration number could not be obtained due to technical issues with the system can be finalised.
  • For substances for which the application has been completed but a registration number has not yet been issued, the relevant application number may be used if necessary until a registration number is issued.
  • Technical work is ongoing within the KKS to enable tonnage updates to be made in submitted Provisional Registration files. Companies requiring a tonnage update must await the Ministry’s new announcement.
  • Infrastructure work is being carried out to enable requests for extensions to be submitted via the KKS for substances that have been provisionally registered and have a full registration deadline of 31 December 2026. Further information on this matter will be provided.
  • Work is continuing on the inspection processes relating to the manufacture and import of chemical substances by companies subject to the registration obligation.
  • Companies submitting registration applications must pay the relevant revolving fund fees within 15 days of submitting their application. Payments can be made via Halkbank branches or via mobile banking.
  • The file review process commences once the revolving fund payment has been made.

The Ministry has stated that any new developments and further clarifications regarding the registration process will be announced via its website and the Chemicals Helpdesk.
