The “Regulation on Local Climate Change Action Plans and Provincial Climate Change Coordination Councils” has entered into force following its publication in the Official Gazette No. 33330 dated 4 August 2026.
The Regulation sets out the procedures and principles for the preparation, implementation, monitoring and reporting of Local Climate Change Action Plans (LCCAP/YİDEP) for each province, which address both adaptation to climate change and the reduction of greenhouse gas emissions, in line with Turkey’s net-zero emissions target and its nationally determined contribution.
The main elements of the regulation are summarised below:
- In each province, a Provincial Climate Change Coordination Council (Provincial CCCC), chaired by the governor, will be established by 31 December 2026.
- The first LCCAPs will cover the period 2028–2032 and will be finalised by the Provincial Climate Change Coordination Council by 31 December 2027. The Ministry may extend this deadline by up to one year if it deems it necessary.
- The LCCAPs will include the province’s climate risk assessment, climate change adaptation targets and actions, the provincial greenhouse gas inventory, emission reduction targets and the actions aimed at achieving these targets.
- The institutions and organisations responsible for the actions, implementation periods, monitoring indicators, budget and potential funding sources will be specified.
- The plans will be updated every five years; data on climate risk, the greenhouse gas inventory and the status of actions will be monitored annually via the E-LCCAP system.
Key points for our members to consider:
Whilst the Regulation does not stipulate a standardised and direct periodic reporting schedule for all private sector organisations;
- Private sector representatives may be invited to Provincial CCCC meetings and to any working groups that may be established within the committee.
- Information, documents and data may be requested from institutions and organisations operating in the province as part of the preparation and monitoring of the LCCAP.
- Organisations will be required to implement the actions for which they have been designated as responsible in the LCCAP and to take into account the relevant actions set out in the LCCAP during planning, investment and implementation processes.
In this regard, it is important for our members to monitor the LCCAP preparation processes to be carried out in the provinces where they operate, to be prepared for any potential requests for data, and to keep their existing data on greenhouse gas emissions, climate risks, and mitigation and adaptation efforts up to date.
