Dear Members,

The Regulation on the Operation of the Turkish Emissions Trading System Market, prepared by the Energy Market Regulatory Authority (EPDK), was published in the Official Gazette No. 33407 dated 21 October 2026 and entered into force.

The Regulation establishes the procedures and principles governing the operation of the carbon market and the Transaction Registry System (İKS) under the Turkish Emissions Trading System (TR ETS), which was established to encourage the reduction of greenhouse gas emissions through market-based mechanisms.

Following the Climate Law No. 7552 dated 2 July 2025 and the Regulation on the Turkish Emissions Trading System published on 27 August 2026, the new Regulation completes the regulatory framework governing the obligations of market participants by introducing provisions on emission allowance trading, market registration and participation requirements, auction procedures, allowance transfers, collateral and payment transactions, and the operation of the Transaction Registry System (İKS).
