The Best Available Techniques (BAT) Communications for industrial establishments have been published.
The Sectoral Best Available Techniques (BAT) Communications prepared by the Ministry of Environment, Urbanisation and Climate Change were published in the Official Gazette dated 30 November 2025.
The communications covering approximately 6,000 industrial facilities in sectors such as energy, metal, minerals, chemicals, waste management, textiles, automotive and food includes a total of 1,807 items of Sectoral Best Available Techniques:
- For energy production: 133,
- For metal production and processing: 423,
- For the mineral industry: 192,
- For the chemical industry: 635,
- For waste management: 90, and
- For other production activities: 334
In a statement issued by the Ministry on the subject, it was noted that the published circulars complement the Regulation on the Management of Industrial Emissions published on 14 January 2025. It was stated that Best Available Techniques establish the technical infrastructure for green transformation in industry by identifying the cleanest, most efficient and most innovative production techniques that are technologically and economically feasible for each sector.
As of 1 December 2025, facilities in the sectors specified under the regulations that come into force:
- Energy and water efficiency,
- Waste generation,
- Air-water-soil emissions,
- Noise and odour management, etc.
Facilities will be evaluated based on a wide range of criteria, and as a result of the integrated analysis, they will be classified from F to A and will be eligible to receive the ‘Sanayide Yeşil Dönüşüm Belgesi/Green Transformation in Industry Certificate’.
Facilities will be evaluated based on a wide range of criteria and, following a comprehensive analysis, will be classified from F to A, thereby qualifying for the ‘Green Transformation in Industry (SYD) Certificate’.
The Ministry's statement indicated that the practices defined in the circulars would be standardised and widespread, thereby ensuring:
- The widespread adoption of clean production processes,
- The increase in circular economy practices, and
- The linking of resource efficiency to concrete criteria.
The statement also indicated that this would facilitate compliance with green transformation criteria in export processes, accelerate clean technology investments, and strengthen access to green finance.
