The method for calculating transaction fees to be applied in the Emissions Trading System market and the fees to be applied in 2026 have been determined.
According to the decision published in the Official Gazette, the procedures and principles regarding how the ceiling for the amount of revenue required to operate the system will be calculated and how this revenue will be collected have been announced.
Within the framework of the Energy Market Regulatory Authority ( EPDK) "Announcement on Fees and Commissions to be Applied for Meeting the Emission Trading System Operating Revenue Ceiling and the Method of Application" published in the Official Gazette dated 29 November 2025;
- The unit transaction fee (spot) for the Emissions Trading System for 2026 has been set at 4.00 TL/tCO₂e,
- And the annual participation fee has been set at 100,000 TL. The aforementioned Notice is attached for your information.
Market transaction prices will start at 4.00 TL/tCO2e, with an annual participation fee of 100,000 TL.
The decision dated 27 November 2025 and numbered 13,975 established the procedures and principles for calculating the ceiling amount of revenue required to operate the system and how this revenue will be collected.
50% of the total revenue generated will be transferred to the Climate Change Directorate. However, this transferred amount will not be taken into account within the market operating revenue ceiling indicating the amount of revenue calculated as necessary for the operation of the system.

The revenue required to operate the system is targeted to be covered by:
- 25% from Annual Participation Fees,
- and 75% from fees collected on purchase and sale transactions conducted on the spot market.
Furthermore, EPİAŞ's Revenue Cap for 2026 for the operation of the Emissions Trading System has been set at 50 million TL.
