The amendments generally aim to ensure more effective monitoring of EIA processes, the digitalization of application and evaluation mechanisms, and the strengthening of environmental inspections.

With the “Regulation Amending the Environmental Impact Assessment Regulation” published on 5 March 2026, several important amendments have been introduced regarding EIA processes. The amendments generally aim to ensure more effective monitoring of EIA processes, the digitalization of application and evaluation mechanisms, and the strengthening of environmental inspections.


The key amendments are summarized below:

• Certain decision statements used in EIA processes have been simplified, and the evaluation process has been restructured.

• A “Project Progress Report” mechanism has been introduced to monitor the implementation of projects that have obtained an EIA report.

• Provisions regarding the handling of institutional opinions and applications through the Online EIA System have been clarified.

• A requirement has been introduced to initiate investments within a specified period for projects that have received a positive EIA decision.

• Sanctions for the suspension of activities for projects that commence operations without obtaining an EIA decision have been explicitly regulated.

• The definition of sensitive areas has been expanded, and assessments—particularly concerning drinking and utility water basins—have been strengthened.

• Certain definitions and scopes in the Annex-1 and Annex-2 project lists have been updated.

It is considered that these amendments will necessitate more careful planning of EIA processes, particularly with regard to new investment plans, capacity increases, and project modifications.
