Information regarding the guidelines, circulars, and regulations published by the Ministry of Transport and Infrastructure between September 2024 and January-May 2025 under the Regulation on the Transport of Dangerous Goods by Road.
The Circular No. 2024/2 titled “Operational Inspections Related to the Transportation of Dangerous Goods” prepared for the purposes below has entered into force on September 3, 2024:
- Registration of parties involved in the hazardous materials transportation chain,
- Improvement of the quality of hazardous materials safety consulting services,
- More effective implementation of operational inspections and prevention of differing assessments in operational inspection practices.

The “Guidelines on the Training of Persons Involved in the Road Transport of Dangerous Goods” has entered into force.
Within the scope of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), to which our country is a party, and the Regulation on the Transport of Dangerous Goods by Road dated 18 June 2022 and numbered 31870, the Directive on the Training of Persons Involved in the Road Transport of Dangerous Goods — which was prepared to set out the procedures and principles regarding the training to be provided to personnel who will be involved in the road transport of dangerous goods within the public road transport chain — entered into force with the approval of the Ministry dated 7 January 2025 and numbered 2433928.
It is essential that the trainings to be provided in 2025 and beyond be conducted in accordance with the provisions set out in this Directive. Following the completion of the necessary technical infrastructure related to matters such as the submission of training plans to the Ministry for the trainings to be provided under this Directive, the User Manual for Services Provided Under the Directive on the Training of Persons Involved in the Road Transport of Dangerous Goods was published on 12 March 2025.
Amendments have been made to the Regulation on the Transport of Dangerous Goods by Road.
The Regulation Amending the Regulation on the Transport of Dangerous Goods by Road, which introduces a number of changes to the existing regulation, was published in the Official Gazette dated 6 February 2025 and numbered 32805, and has entered into force.
