Türkiye has Submitted Its Second Nationally Determined Contribution (NDC) to the UN

Türkiye has announced its new emissions reduction target for 2035.

Türkiye's Second Nationally Determined Contribution (NDC 3.0), announced by President Recep Tayyip Erdoğan at the Climate Summit held in New York on September 24, was submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC).


According to the statement, Turkey's current trend scenario is as follows:

*Aims to keep the amount of greenhouse gas emissions at a lower level of 466 Mt CO₂ equivalent with the policies to be implemented, which will reach 1.109 Mt CO₂ equivalent level in 2035.

*With a 41% reduction in the increase to be achieved according to this target, Türkiye's greenhouse gas emissions in 2035 will remain at the level of 643 Mt CO₂ equivalent and the increase rate will be limited to 40.15% compared to 2018.


The target was established on the basis of the 2018 emissions inventory and covers all IPCC sectors, including energy, industry, transport, construction, agriculture, waste and land use.


The declaration is based on the principle of "economy-wide emission reduction," in line with the 2053 net zero target. The implementation will be carried out through the 2024-2030 Climate Change Mitigation Strategy and Action Plan and the Adaptation Strategy and Action Plan.


The declaration, which is notably a part of the recent structural transformation in Turkey's climate legislation, formed the legal framework for the following policies that entered into force in 2025:

*National Emission Trading System (ETS),

*Green Taxonomy

*Climate Finance

*Just Transition
