Waste Water Treatment Plants Technical Procedures Communiqué
Aim:
The Ministry of Environment, Urbanization and Climate Change revised the “Waste Water Treatment Plants Technical Procedures” communiqué in order to expand the usage areas of waste water and to determine the criteria in these areas. With the arrangement made, it is aimed to purify the waste water and reuse it in different areas, in line with the principles of circular economy, and thus to reduce the use of water.
With the studies carried out by the Ministry, it is aimed to increase the reuse rate of treated wastewater to 5 percent in 2023 and to 15 percent in 2030.
Current regulations;
For the first time, provisions regarding the reuse of treated wastewater were developed with the Water Pollution Control Regulation (WPCR) in 1988,
“Reuse Criteria for Treated Waste Water as Irrigation Water” was included in the “Waste Water Treatment Plants Technical Procedures Communiqué” published in 2010.
In line with these regulations, today treated wastewater;
Landscape and agricultural irrigation,
- Industrial use,
- Groundwater feeding,
- Recreational uses,
- It is re-evaluated in many areas such as domestic and industrial applications. In this context, it is seen that there is a decrease in the rate of water use.
“Reuse rate of treated wastewater;

In 2030, it is aimed to increase it to 15 percent.”
