Climate Law Entered into Force with Publication in the Official Gazette on 9 July 2025

Following a preparatory process that began in 2019, Climate Law No. 7552 was published in the Official Gazette on 9 July 2025 and entered into force.

Following a preparatory process that began in 2019, Climate Law No. 7552 was published in the Official Gazette on 9 July 2025 and entered into force.


The Climate Law provides a comprehensive legal framework in line with Turkey's net zero emissions target. The law contains important regulations on many topics, including greenhouse gas emission reduction, climate change adaptation, the Emissions Trading System (ETS), carbon pricing mechanisms, green taxonomy, and green transformation support.

Under the new regulations:

  • An ETS will be established and greenhouse gas emission permits will become mandatory.
  • A Carbon Border Adjustment Mechanism (CBAM) will be implemented under the coordination of the Ministry of Trade.
  • A ‘Turkey Green Taxonomy’ will be defined to guide green investments.
  • The Climate Change Presidency will be responsible for coordinating strategies and action plans.
  • New obligations will be imposed on institutions regarding climate-related adaptation and mitigation activities.  
  • A special budget will be allocated to support fair transition measures funded by ETS revenues.



The law mandates action in line with the principles of climate justice, transparency, sustainability, and fair transition, encompassing not only public institutions but all individuals and legal entities, including the private sector.
